Tax Authority Certification (Autoridade Tributária e Aduaneira) is the process by which invoicing software is officially approved to issue tax documents in Portugal. Since 2013, it has been mandatory for companies with organised accounting to use only certified software for invoicing, under penalty of fines and tax consequences.
The certification process involves submission to the Tax Authority with detailed technical documentation, functional tests covering multiple scenarios (invoices, receipts, delivery notes, credit notes), verification of anti-fraud controls (already-issued documents cannot be voided, each document has a unique hash, etc.), and continuous maintenance of compliance as legislation evolves.
