Decree-Law 28/2019 of 15 February is the Portuguese rule that governs the digitisation and electronic archiving of legally valid documents. In practice, DL 28/2019 allows the paper original to be replaced by a certified digital version, provided the process meets technical and procedural requirements (digitisation with guarantees of authenticity, qualified digital signature, qualified timestamps, adequate retention, auditable logs).

The operational impact is large. Companies with decades of physical archives — invoices, contracts, regulatory documents — can migrate to legal digital, freeing up floor space, reducing the risk of loss or damage, and speeding up retrieval. But the process must be rigorous: poor digitisation does not replace the original at audit.
